In a move aimed at maintaining the integrity of the sport, the Premier League has written to its clubs to clarify the rules regarding the fair valuation of players involved in transfer deals. This follows a “significant number” of clubs requesting clarification, particularly in the wake of recent swap deals.

The Premier League’s letter warns that if a selling club is found to have received an “inflated transfer fee” for a player in a transaction not considered to be conducted at “arm’s length,” the selling club would be required to return the amount in excess of the fair market value to the buying club.

The issue has come to the forefront amid concerns that some clubs may be looking to exploit a potential loophole in the Profit & Sustainability Rules (PSR), which limit losses, ahead of an accounting deadline on Sunday.

Recent transactions, such as the exchange of academy products Tim Iroegbunam and Lewis Dobbin between Everton and Aston Villa, as well as the reported £19 million sale of Omari Kellyman from Villa to Chelsea, have raised eyebrows. Furthermore, Chelsea’s homegrown Dutch defender Ian Maatsen was sold to an undisclosed club for £37.5 million.

“While there is no suggestion that any of the clubs involved have breached any rules, the Premier League has made it clear that it will closely scrutinize such transactions. Clubs are reminded that they may be ‘requested to provide information and evidence to assist determination of whether the transaction should be considered as being conducted at arm’s length.'”
